DotGov, a division of GSA (General Services Administration), offers government domain registration services.
The following text was taking from the DotGov.gov Eligibility section.
"To preserve the integrity of the .gov name space, .gov domains are limited to United States government organizations at the federal, Native Sovereign Nation, state, and local level, and U.S. territories."
Due to those restrictions, the majority of the sites were not dedicated to the Holocaust only. The site I chose to evaluate belonged to U.S. Representative, Mary Jo Kilroy. The root site is the U. S. House of Representatives.

Danyale -- if you try searching for holocaust and site:gov in Google -- you'll find a number of Holocaust sites with .gov domains -- try that search to see what you find!
For example -- there are a number of National Archives websited dedicated to the Holocaust -- http://www.archives.gov/research/holocaust/ is just one of them.
